Hong Kong’s New Pet-Friendly Dining Initiative – A Comparative Look at Global Practices

The Food and Environmental Hygiene Department (FEHD) is set to introduce a transformative change in Hong Kong's dining landscape. As announced by the Chief Executive in the 2025 Policy Address, the Government will allow restaurant operators to apply for permission to let patrons bring their dogs into food premises. This initiative aims to adapt to the evolving social environment, creating fresh opportunities for the food and beverage industry while ensuring public health, safety, and environmental hygiene remain safeguarded.

The Legislative Framework in Hong Kong

Currently, the Food Business Regulation (Cap. 132X) prohibits dogs on food premises, save for guide dogs or those used in connection with lawful duties. However, proposed amendments to Cap. 132X will pave the way for restaurant operators to apply for an endorsement on their food business licences, allowing dogs to enter. The FEHD has outlined an implementation plan based on four key principles:

  • Choice for Operators and Patrons: Restaurant operators can choose whether to apply for permission. Approved premises must display designated signage prominently to inform customers.
  • Safety and Hygiene as Priorities: Legislative amendments and additional licensing conditions will focus on protecting public safety, food safety, and hygiene. Operators will also have flexibility in establishing operational arrangements and house rules.
  • Minimisation of Costs: The application process will be streamlined to minimise compliance costs, with permissions granted via endorsements on existing licences.
  • Prudent Initial Rollout: The first phase will be implemented on a small scale to allow for societal adaptation. The second phase may commence around six months after the first phase, contingent on its success.

The first batch of permissions is anticipated to be granted by mid-2026, subject to the Legislative Council's approval of the amendments. The FEHD will also issue Guidelines on Good Practices and Behaviour for restaurant operators and customers.

International Comparisons

While Hong Kong is gradually embracing the concept of pet-friendly dining, a review of practices in other jurisdictions reveals diverse approaches to this matter:

  • Singapore: Since 1 January 2025, restaurants with outdoor dining areas no longer require a "pet café" licence to allow pets in outdoor spaces. However, pets remain prohibited in indoor areas, hawker centres, and halal-certified establishments. The Singapore Food Agency (SFA) emphasises good hygiene practices, such as providing signage and handwashing facilities for patrons.
  • Australia and New Zealand: Both countries permit dogs in outdoor dining areas at the operator's discretion. The Food Standards Australia New Zealand (FSANZ) code governs this. Dogs are strictly excluded from food preparation and storage areas. Several Australian states, like New South Wales and Victoria, have enacted legislation to formalise conditions for pet-friendly patios, ensuring hygiene and safety are maintained.
  • Canada: Policies vary by province. Many provinces allow dogs on outdoor patios under specific conditions, such as separate patio access and compliance with hygiene regulations. Some provinces, such as Alberta, have relaxed rules to eliminate prior approval requirements for outdoor dining areas.
  • United Kingdom: The UK imposes no general ban on dogs in restaurants, with businesses free to decide whether to allow them in dining areas. However, animals are prohibited in food preparation and storage spaces. Local authorities oversee compliance with food hygiene regulations.
  • United States: Federal laws, such as the Americans with Disabilities Act, mandate access for service animals in all public areas. For non-service dogs, state laws are increasingly permitting dogs in outdoor dining areas, provided hygiene and safety rules are adhered to. Examples include Florida and New York, where conditions such as leash control and outdoor access apply.
